Dumpster rental in St. Paul — size, street permit, typical price
This page is for St. Paul homeowners renting a roll-off for a remodel, cleanout, roof, or yard job. St. Paul handles curbside dumpsters differently from neighboring Minneapolis: the fee is charged by the day, downtown costs more, only a city-licensed hauler can apply, and the city’s container policy bans boxes on boulevards and sidewalks. Every permit fact below comes from a City of Saint Paul page fetched October 19, 2026 and linked in Sources.

Driveway or street? Decide before you call
Placement decides the permit in St. Paul. Run these checks before you book.
Will the whole box sit on your driveway or lot? Then no city permit. St. Paul’s Dumpster Permit page: “A permit is NOT needed if the dumpster is placed completely on private property.” “Completely” matters — a box hanging over the sidewalk or boulevard is in the right of way.
Where does your lot end? The city says “Private property generally starts behind the public sidewalk or some distance from the back of the curb if no sidewalk exists.” The grass boulevard strip between the sidewalk and the curb is public right of way, and the city’s container policy says containers may not be placed on boulevards or medians.
Street, parking lane, or alley? You need a Dumpster Permit, and your hauler has to file it — St. Paul does not let residents apply.
Downtown or a metered spot? Downtown is $18 per day (non-metered) instead of $10. At a parking meter, a separate Meter Hooding Application is also required.
Winter? A street box comes with snow duties under the city policy: snow next to the container removed within 24 hours, and the box pulled off the street during a declared snow emergency where reasonably possible. A driveway box avoids that.
Lead time: the City of Saint Paul pages we fetched do not publish a processing time. Ask the hauler how far ahead they file in PAULIE before you set a drop date.
Job type and debris: remodel, roof, cleanout, yard, or heavy material like concrete, dirt, or brick.
Size you think you need (10 or 20 yard covers most homes; see the Size chooser below).
Placement: fully on your driveway or lot, or in the street — and whether the address is downtown or at a parking meter.
Roughly how much straight approach and overhead clearance the truck gets (trees and wires count).
Drop-off date and how many days you need it — St. Paul’s street fee is charged per day.
Questions for the quote: does the hauler hold a St. Paul Solid Waste Hauler License, will they pull the Dumpster Permit, is the permit fee in the price, included tons, overage per ton, and extra-day charge.

Dumpsters.com Saint Paul (information last verified 10/17/2026) lists 10, 15, 20, 30, and 40-yard boxes. Dimensions and truckload estimates below are that page’s hauler notes, not city rules. Weight, not just yards, drives overage charges — fill dense debris only partway, and measure driveway length and overhead clearance. Dumpsters.com says its driver needs about 60 feet of space and 23 to 25 feet of vertical clearance for a drop-off.
10 yard
Best for: small cleanouts, a half-bath remodel, or heavy debris like concrete, brick, or dirt filled only partway.
Dumpsters.com Saint Paul: usual box 14′ × 7.5′ × 3.5′; about 3 pickup-truck loads.
Best for: large renovations, additions, or whole-house cleanouts. Check driveway length first; a box that won’t fit completely on your lot means a street permit.
Dumpsters.com Saint Paul: usual box 22′ × 7.5′ × 6′; about 9 pickup-truck loads. A 40-yard (22′ × 7.5′ × 8′, about 12 loads) is also listed.
Required?MIXED — none if the dumpster sits completely on private property; a Dumpster Permit whenever it is in the city right of way.
The City of Saint Paul Public Works Dumpster Permits page says: “Permits are required for dumpsters whenever the item is placed in the city's right of way.” and “A permit is NOT needed if the dumpster is placed completely on private property.” The city’s Right of Way page adds that “Public roads, boulevards, and sidewalks are located within public right of way.”
Who applies: “Residents are not eligible to apply for a Dumpster Permit directly with the City of Saint Paul. A Solid Waste Hauler License is required to submit a Dumpster Permit application.” The dumpster “must be provided by a company that is licensed as a Solid Waste Hauler in the City of Saint Paul.” The Department of Safety and Inspections issues that license under Chapter 357 of the Legislative Code; it is renewed annually and requires general and auto liability insurance.
The Dumpster Permit is a type of obstruction permit. For obstruction permits the city says each contractor must register in PAULIE, describe the obstruction, and “Provide proof of insurance naming the city as additional insured.” Right of Way permits “will not be issued until all required information has been received including, original signatures, proof of insurance, and payment of permit fees.”
How to apply (what your hauler does)
Confirm the box really needs to be in the right of way. Completely on private property = no permit.
Book a hauler that holds a City of Saint Paul Solid Waste Hauler License (license questions: Department of Safety and Inspections, 651-266-8989).
The hauler submits the Dumpster Permit application in PAULIE, the city’s permitting platform, with proof of insurance and the permit fee.
On delivery the box goes as close to the curb as possible, with the permit in a weatherproof holder on the traffic side (placement rules below).
Questions about a specific address or fee estimate: City of Saint Paul Right of Way Permit Desk, 899 Dale Street North, 651-266-6151, PW-ROWpermits@ci.stpaul.mn.us. The city says “Right of Way staff will provide permit cost estimates upon request.”
Fees
Single dumpster, outside downtown: $10 per day
Single dumpster, downtown locations (non-metered areas): $18 per day
Metered spaces: separate Meter Hooding Application; obstruction fees at meters include lost revenue, labor, and a daily hooding fee
From the City of Saint Paul Dumpster Permits page; the Public Works Right-of-Way Permit Fee Schedule (effective January 1, 2025) lists Dumpster Permit Standard Rate $10.00 daily and Downtown Rate $18.00 daily. The city pages do not map the downtown boundary — ask the permit desk if you are close to it. Because the fee is per day, a long project costs more on the street; at the published rate a 7-day street placement would be $70 outside downtown or $126 downtown, before any meter charges — confirm the actual total with your hauler or the permit desk.
Placement rules (city Storage Container Policy, updated October 1, 2026)
The policy lists dumpsters as a common storage container and makes the container company the permittee. It requires:
The property-side edge as close to the curb as possible; boxes more than 1 foot from the face of curb must be moved closer when the city asks.
No containers on sidewalks or trails, and none in medians or boulevards.
No containers on streets too narrow for traffic or snowplows to pass safely.
Reflective sheeting on every corner facing traffic (at least 4″ wide and 4′ high) and the permit visible in a weatherproof holder on the traffic side.
No contact with city trees, light or signal poles, or utility poles; no blocking bus stops, benches, bike corrals, or charging stations.
Snow next to the box removed within 24 hours; reasonable efforts to remove containers from the street during a declared snow emergency.
Damage to curbs, street, boulevard, trees, or sidewalks is billed to the permittee.
Storage container permits get an initial 120-day expiration with no grace period after it.
How St. Paul differs from Minneapolis
Off-street exemption: St. Paul: any dumpster “placed completely on private property.” Minneapolis: “the driveway of a residential property you own.”
Fee shape: St. Paul charges $10 per day ($18 downtown). Minneapolis sells street-use terms of 30, 60, or 90 days ($84.20 for 30 days on its current fee schedule).
Who applies: both cities route the street permit through a licensed company — a St. Paul Solid Waste Hauler licensee here; a licensed contractor in Minneapolis.

Dumpsters.com Saint Paul — blended roll-off (third-party)
Information last verified 10/17/2026 (fetched 10/19/2026). All sizes blended. Not labeled 7-day. By-size dollars are not printed.
$485–$1,613. Average $771.
Dumpsters.com says its bundled quote covers delivery, pickup, a rental period, a weight limit, and disposal; overfilling is billed separately.
One published Saint Paul index. Included tons, overage per ton, and extra days vary by hauler; we did not invent those numbers. The city’s per-day street permit fee is not in this range — ask whether the quote includes it.
The call button on this page is a tracked partner line for a rental quote (see the disclosure next to the button), not the St. Paul Right of Way Permit Desk. Permit fees in the section above are municipal charges, not a rental price.
What not to put in
Ask before you load. Keep household hazardous waste (paint, solvents, chemicals, batteries), tires, appliances that hold refrigerant, and anything flammable or toxic out of a mixed roll-off unless the hauler confirms it can take it. Dumpsters.com Saint Paul’s page says you can’t toss flammable, hazardous, or toxic materials, and that more restrictions are in the service agreement. Local household-hazardous-waste drop-off rules were not checked for this St. Paul page — ask the hauler or the city.
Gotchas
“Completely on private property” is the test. The boulevard and sidewalk are public right of way, and the container policy bans boxes on both.
You can’t pull the permit yourself. If a hauler asks you to, ask whether they hold a St. Paul Solid Waste Hauler License.
The street fee is per day, so extra days on the street add to the permit cost as well as the rental.
Downtown ($18 per day) and metered spots (separate meter hooding) cost more than a neighborhood street ($10 per day).
Snow: a street box means snow cleared beside it within 24 hours and removal during a declared snow emergency where reasonable.
No processing time is published on the city pages we fetched — don’t book a same-day street drop and assume the permit is done.
HOA, co-op, landlord, and historic-district rules are not the city dumpster permit. Check them separately.
Only if it sits in the right of way. The City of Saint Paul says permits are required for dumpsters “whenever the item is placed in the city's right of way,” and “A permit is NOT needed if the dumpster is placed completely on private property.”
How much is a St. Paul dumpster permit?
The city’s Dumpster Permit page says a single dumpster is $10 per day, except downtown, where it is $18 per day in non-metered areas. The Public Works right-of-way fee schedule (effective January 1, 2025) lists the same two daily rates. Spots at parking meters need a separate meter-hooding application.
Can I apply for the St. Paul dumpster permit myself?
No. The city says “Residents are not eligible to apply for a Dumpster Permit directly with the City of Saint Paul.” The dumpster company must hold a St. Paul Solid Waste Hauler License and submits the application in PAULIE, the city’s online permitting platform, so ask your hauler to pull it.
Is the boulevard or sidewalk in front of my St. Paul house private property?
Usually not. St. Paul says public roads, boulevards, and sidewalks are within the public right of way, and private property generally starts behind the public sidewalk. The city’s storage container policy (updated October 1, 2026), which lists dumpsters as a common example, says containers may not go on sidewalks, trails, medians, or boulevards.
How is a St. Paul dumpster permit different from Minneapolis?
Minneapolis exempts a dumpster in the driveway of a residential property you own and sells street-use permits in 30, 60, or 90-day terms ($84.20 for 30 days). St. Paul exempts any dumpster placed completely on private property and charges by the day: $10, or $18 downtown. In both cities a licensed company, not the homeowner, applies for the street permit.
What happens to a street dumpster in a St. Paul snow emergency?
St. Paul’s storage container policy says the permittee must remove snow that builds up next to the container within 24 hours and, during a declared snow emergency, “make reasonable efforts for public safety by removing containers from the street.” A box placed completely on private property avoids the street permit and that rule.
What does a dumpster rental cost in St. Paul?
Dumpsters.com lists Saint Paul roll-off prices at $485–$1,613 with an average of $771 (information last verified 10/17/2026; fetched 10/19/2026). That is a blended all-size range, not a 7-day quote; the city permit fee is separate.
