Dumpster street permit by city — driveway vs right-of-way

Homeowners renting a residential roll-off usually ask the same question first: do I need a city street permit? The answer is almost always about placement. A box in the public street, sidewalk, shoulder, parking lane, or other right-of-way (ROW) triggers a municipal permit in every city on this list. Private driveway rules are city-specific — and only one city on this list publishes an explicit “no permit for a driveway you own” sentence. For who applies (homeowner vs hauler), see the homeowner vs hauler permit guide.

This page compares the 49 cities researched for this directory (first ten, Dallas, Denver, Charlotte, Phoenix, Portland, Austin, Chicago, Columbus, Cincinnati, and the 15 added October 7, 2026: New York City, Los Angeles, Philadelphia, Washington DC, Boston, San Francisco, Detroit, Baltimore, St. Louis, Pittsburgh, Kansas City, Milwaukee, Louisville, Albuquerque, and Richmond, and the 15 added October 13, 2026: Indianapolis, San Jose, Fort Worth, New Orleans, Cleveland, Oakland, Tucson, Long Beach, Honolulu, Jersey City, Miami Beach, Providence, Madison, Cambridge, and Hoboken). Each row links to the full city page and to the municipal source used there. Fees are the published city numbers already cited on those pages — not rental quotes, and not mashed into one invented band. Last compiled October 13, 2026 (15 more cities added).

How to read this table

  • YES — official source requires a permit when the dumpster sits in the public ROW (street / sidewalk / shoulder / parking space, as that city defines it).
  • YES (confirm) — official permit covers private construction use of public property but does not name dumpsters; confirm with the city (Los Angeles, San Jose, Fort Worth, Honolulu).
  • MIXED — official source states both a driveway exception and a street/ROW permit.
  • If a city never publishes “driveway = free / no permit,” this directory does not invent that sentence. Confirm the property line with the city before you place a box.
  • City permit fees below are municipal charges for ROW use. They are separate from the hauler’s 7-day rental price.

Gotchas that show up across cities

  • Placement, not ownership of the dumpster. The permit is about occupying public ROW. Who owns the box does not cancel the permit.
  • Lead time. Some cities list multi-day or multi-week review (for example Tampa’s ROW review window, Houston’s up-to-10-business-day mobility processing, and Denver’s 5-business-day one-time dumpster e-Permits window). Check the city page before you schedule delivery.
  • Insurance / bonds / licensed applicants. Atlanta COI naming the city, Minneapolis licensed-contractor street-use applicants, Nashville bond/insurance questions, Houston liability minimums, Denver’s company-only ROW dumpster license path, and Chicago’s provider insurance + $5K letter of credit path are on the city pages — do not skip them.
  • Metered and restricted parking. San Diego, Seattle, Atlanta, Salt Lake City, and Raleigh all flag meter or restricted-zone extras when the box sits in a paid or permit-only space.
  • HOA / gated / historic overlays are separate from the city ROW permit. Confirm those on your own; this directory does not invent HOA fees.
